Bill-analysis allowance
The current maximum is five bill analyses per UTC day. It is enforced per signed anonymous browser token, not as a claim that one browser equals one person. Clearing cookies, using a different browser, or sharing a device can change how the allowance behaves.
Separate conversation limits
A completed analysis can receive up to six contextual follow-up turns, with a maximum of 15 such turns per anonymous token per UTC day. General Penny chat is separately capped at five turns per UTC day and does not know the contents of your bill.
These limits prevent chat from bypassing the analysis allowance or the shared operating budget.
What free access includes

Access can pause before the daily allowance is reached if the shared monthly AI budget is exhausted or a database or AI provider is unavailable. An allowance is a maximum, not a service guarantee.
